There are two basic strategies of logistics:
A) The PUSH strategy where you move all the ammunition to the front (or close) so the front line has ENOUGH. That is the russian strategy. It places forward ammunition dumps right within range of ukrainian artillery or FPV drones. They load up the artillery pieces and tanks with the double amount of ammunition compared to Nato troops. The result is the impressive "turret tossing". This is because the russian tanks keep their large ammunition stock inside in the autoloader, which gives a cramped tank - and if the tank is hit - a guarantied total destruction of vehicle and crew. A Nato tank has half the magazine and it is in the bustle (the turret overhang in the back of the turret).
B) The PULL strategy, where you do not get more ammunition unless you require/request it. The daily rapport gives how many is 1/4, ½, 3/4 or full. It is an estimate that in Danish is called "slapping on the bag" - a rough and ready estimate of the situation. The re-supply is coming the next day and until then every squad, every platoon redistribute what they have among themselves - if you have halfway competent NCO's (which conscripts never have). Some shoot more than others and for a platoon that is enough for the next 24 hours. At least to keep the best shots firing - there is a special quality to hit what you aim at.
When the daily reports come in, the brigade knows who needs what the most urgent. And the ammo-trucks fill up at a safe distance at the front without knowing where they are going to drive to. Some units need more food than ammo, so the rations truck fill up with that (that cannot explode) and the petrol vehicles fill up and go to the units short on fuel.
The supply trucks then drives to a supply point where the units to be resupplied meet them - transfer supplies - and get the hell out of there - presumably to the unit in next greatest need. That means resupply is minimal risk as the trucks only supply those who need resupply.
It is absolutely essential to understand the difference between the two philosofies.
That is why there is a delay in filling up supplies and rationing the shells: Simply to minimize rattling around the countryside with explosives and keeping the dumps as safe as possible. As the front learns they will get what they need, but not running unnecessary risks.
The russians never understood the concept, which is seen in the daily losses of "miscellaneous" vehicles: Trucks and butangas that can be taken out by a suicide drone.
